Mr. Alexander Haldey
Chairman of The Board

Mr Haldey was the co-founder, shareholder and chief executive officer of AFI Development PLC, a leading Russia-focused real estate company. In 2007 AFI Development PLC raised US$ 1.4 billion via an IPO on the London Stock Exchange with its shares obtaining a premium listing on LSE’s Main Market and valuation of the company at US$ 7.3 billion. In 2010 Alexander Haldey sold his shareholding in AFI Development PLC and contributed a portion of the sale proceeds to the investment capital of FGN Capital.

Mr A. Reza Jafari
Chairman, Board of Advisors

Mr. Jafari has spent 35 years in the global IT services, telecommunications, media and entertainment and education industries. He now manages a portfolio of business relationships and interests which include advising established and start up companies and organizations in Mobile Broadband, mobile services, mobile tower sharing and IT and IP services. He currently serves as the Chairman of the Board of ITU TELECOM; a board member of GSMA, Ltd.; the Chairman of the Board of the India, China and America Institute; a member of the Governor’s Council for International Business, Maryland, USA, and a member of the Dean’s Council, Kelley School of Business, Indiana University.

Mr. Jafari served as the Chairman and Managing Director of NeuStar International; Chairman and CEO of The Omega Partners; Mr. Jafari held various senior executive positions at Electronic Data Systems Corporation (EDS-HP), including Group President of EDS’s Global Communications, Media and Entertainment Industry Group; Managing Director of the Communications and Media Industry Group for Europe, Middle East and Africa. Mr. Jafari received his MBA in 1976, his Specialist Degree in Education and Innovation (Ed S) in 1980, and his PhD/ABD in Instructional Systems Technology in 1981 from Indiana University, Bloomington, Indiana, USA

Grigory Haldey
Managing Partner and Chief Executive Officer

Grigory privately invested in advertising and media market trading, launching projects with major print and televisual media in the early 2000’s. The most successful project of these was Gigafone which focused on the digital (Internet and Mobile) advertising market. Gigafone successfully deployed its mobile marketing solutions across Europe, Asia as well as fourteen “million+” cities. Building on its success, Gigafone expanded globally establishing partnerships with tier 1 mobile network operators and media companies as their mobile advertisement provider of choice.

Grigory studied business and economics at Oxford University and graduated from the G.V.Plexanova RussianEconomic Academy in 2001.

Derek Tam
Partner and Chief Operating Officer

Derek has over twenty-five years’ experience managing operations worldwide in the technology industry. Before joining FGN Capital in 2008, Derek was the Chief Operations Officer at NeuStar Next Generations Messaging where he was responsible for overall wireless services strategy and global expansion for NeuStar Inc. (NYSE:NSR). Derek oversaw the global deployments of Mobile IM services in over 20 leading mobile network operators. Previously, Derek was the Chief Technology Officer and Head of Global Operations of Mobile 365 (now part of SAP), where he led the technology and operations functions. Mobile 365’s Intercarrier network spanned across five continents and had point of presence in more than 30 countries.

Derek holds a Masters Degree in Electronics Engineering from the University of Southampton, England.

Constantin Lutsenko
Chief Executive Officer, Marine Cargo Infrastructure Projects

Mr. Lutsenko has over 30 years’ experience working in the chemical and petrochemical industry, upstream and downstream projects in oil & gas as well as industrial logistics infrastructure projects. Mr. Lutsenko served as head of feedstock supply and commodity trading divisions as well as senior M&A specialist involved in major petroleum refining mergers. Among successful projects are liquid ammonia, methanol storage and transshipment terminal project in sea port Vysotsk, Russia, on the Baltic Sea (sold to LUKOIL for conversion to petroleum products terminal); methanol storage and transshipment terminal project in Black Sea port Yuzhny, Ukraine; petroleum feedstock on shore and marine supply chain link between Black Sea ports of Kavkaz and Constanta-Midia (Romania).

Before joining FGN Capital in 2012, Constantin was division director of The Rompetrol Group (the Netherlands) preparing and assisting this company acquisition by “KazMunayGas”, state-owned oil and gas company of Kazakhstan.   Constantin holds Master’s Degree in Economics, Russian Academy of National Economy; Columbia University, School of continuing education (USA).
